Do restrictions stop everybody?

Restrictions are a PDF standard honored by mainstream readers (Acrobat, browser preview, etc.), but it remains a "gentleman's agreement" - professional tools can bypass it. For real confidentiality, also set an open password.

Why can it still be printed after blocking printing?

Some third-party readers ignore the PDF permission flags. Please verify the result in Adobe Acrobat.

What does "low-resolution printing only" do?

Printing is allowed but downgraded to low quality (usually below 150dpi), useful when printing must stay possible but high-quality copying must not.
